LIBYA: FORCE DOES NOT BRING DEMOCRACY, SERBIAN AMBASSADOR
(ANSAmed) - ROME, MARCH 29 - "The Western powers should have exhausted all diplomatic avenues before deciding to intervene with force in Libya.
